It's made of two pieces of metal, first piece is not spring steel and is where the keys rest, the second piece or the "gate" is made of spring steel. It's VERY durable, and VERY capable, and is commonly used by police and military, and it holds up very well. Yes, it will easily fit a 1/4" thick leather belt with no issues.

Q: Is the inner closed metal loop 1.75" long for a belt of that size?

The belt opening is exactly 1-3/4 inch by 3/8 inch. I just measured it. Very heavy duty,, I use when on my motorcycle for spare keys. My opinion,, this item is certainly a 10.

Q: I don't wear a belt, can I use this on belt loops alone?

No. The design is for a belt. If you put it on a belt loop you will not be able to push and take tension off of it
