(The description says 2 pair).** A: One pair- I believe the '2' refers to the size, not how many pairs. **Q: how many boots come in this order? Two boots or four boots?** A: Tw boots. **Q: would these be soft enough and cover enough of the hoof to help with my horse from scratching open his belly from kicking the flies?** A: they are soft enough and long bell boots but I think they would slide up when kicking flies and wouldn't help. I would get a fly sheet with a belly band so that he couldn't open sores on this belly when kicking.
