PHILLIP TONER has extensive experience in government economic policy, and economic research in Australian universities. For the last twenty years he has held senior positions in Australian State and Federal governments, including the Federal Treasury. Within the government his chief responsibilities included regulation of the monopoly sector, industry policy for manufacturing industry and regional development. He has held the position of Senior Researcher in the Economics Faculty at Sydney University where he undertook his doctoral research. He has published journal articles on the determinants of manufacturing investment, input-output economics and forecasting the demand for skilled trades labour. He has also co-ordinated and written a number of published public inquiries into the Australian manufacturing industry by the Federal Government.
