you replace the fixture or the bulb when it burns out?

These heads are one-piece (like my original Hampton Bay). That is, you replace the whole fixture. You cannot replace "just" the bulb. There are other brands available where you can just replace the bulb, but this is not one of them.

Are they come with dimmable light bulbs?

We have converted it to be dimmable with TRIAC dimmer from 2021, the compatibility dimmer list is: Lutron CT-600PH, Lutron CTCL-153P, Lutron MACL-153M, Lutron PD-6WCL, Lutron S-600P, Lutron TGCL-153P, Leviton DSM10, Leviton IPL06-10, Leviton 6631-P, Leviton 6672, Leviton 6674

How do I remove the light heads from the track?

The plastic shell of the track head has a locking tab, pull down the plastic shell so that the locking tab moves away from the track, and turn the track head clockwise to remove it from the track.
