Do I have to remove the whole motherboard to install backplate?

I was installing new with MB not mounted yet. It would depend on the case, but yes the plate the fan mounts to is on the back side of the MB.

Would this be fine for a 9600k if I don't plan on overclocking?

For me it keept the cpu at 75 degrees celsius and below when playing games for a hours without stopping, as long as it doesnt reach higher then 80 to 85 it should be fine and not thermal throttle,

Can you take apart the fan?

You can disasemble the housing but as with all modular fans of this kind you cannot take the fan apart with out killing it.
