You screw the bottom part into ground under the stand, Then connect the binge cord to the stand and to the screw. It holds the stand stable so the stand and the dish do not blow over.

which product will work with dish & direct tv wingard or king tailgater

I have the WInegard TR_1518 Satillite Tripod for our Tailgater and it works great, the tie down/ anchor to the ground is needed if you are setting up in windy conditions

Can I remove the dome and drill the base where it does not interfere with internal components to permanently attach antenna to tripod top plate?

Yes. This is a pretty flimsy item. I bolted a square piece of plywood to it and attached my antenna to the plywood.

Will this work with the new Dish Tailgater?

I believe so - we had a dish tailgater when we used this (in 2010 thru 2014) but don't know what you mean by "new" or if they changed the design of the tailgater - hope this helps
