Do these do well outside?

Not in the wind, and do not fill them up, leave some room in balloon. Then yes it is good outside!

Are these biodegradable?

They are made of nature latex, It will be degradable eventually (some say a few years). However, I don’t recommend to release them into nature environment.

Does it have to helium, or can you use a regular air pump?

Yes, it will work perfectly with regular air pump.
