Is this tool American made?

It depends on what you mean by "American made". Leatherman products are at least assembled in the US, but some of the individual parts are manufactured in other countries.

Does the color come off over time?

I have the original grey plastic which I carved my initials into and the pigment is mixed into the compound. While it may fade over time, I doubt any color will "Come off."

Description says comes with the assets of t2 - file and tweezer but doesn't look like it from reviews and what I see. This poor wording?

The tweezer is embedded in the side like on a swiss army knife. The file in this picture is on the bottom right. I have used both. This is my favorite EDC!
