Does it come with ink in the nibs or do I have to buy it separate?

You have to buy ink. The pen and nibs are used such that you dip the nib in ink to write. Old school.

are these good beginner nibs?

Starter nibs set. They are quality that professionals will use. They have different levels of flex and pointed tip that is for copperplate type of inking. Beginners often start with manuscript pens. They are nibs of various widths and no flex. That is a different writing style. If you want to learn with a flexible pen, That's a good starter set.

Can Sumi ink be used with this particular pen & nibs or does it have to be speed ball ink? Thx

I have used several quality inks and they seem to work fine. Not sure I have used Sumi ink. I always clean the nibs when i’m Done so they don’t dry up and clog. If the ink is thicker like for Japanese brush calligraphy it might not work.
