Are the crossback straps adjustable so the apron can sit higher up on the chest?

Yes, you are able to pull the straps all the way through the waist holes so that the chest rises as high as you want to make it.

How does this fit petite people?

I love this apron. I am a small woman…4’11” and 115 lbs…..This apron fit me perfectly after I washed it in warm water on a regular wash cycle and dried it on a high heat….The shrinkage was perfect and it looked great after I ironed it.
