Why can't you ship to California? Amazon is preventing me from placing the order.

I have run into this problem in California on shower heads as well. It has to do with the gallons per minute. You cannot ship anything with a gpm higher 1.8 per CA restrictions set in 2015. If I really want something (we have low water pressure at our house), I will ship to my relatives in FL and have them ship to me. For my rental condo, however, I go with the lo-flo because I don't want the tenants wasting water.

Can I install this without the base plate?

yes, but it depends on the size of your opening. I had to order one to fit my opening.
