I know it only comes with 20 plastic sleeves but how many can fit in there in total?

I put to bills in each sleeve, I'm sure you can fit more (possibly 4) but if it's too thick you wouldn't be able to pull it out of the top, they would get stuck.

how do you puy it together?

Each of the 20 plastic sleeves are connected to each other after adding the money into the sleeve. Once all of the sleeves are filled with money and connected to each other, you start to roll the money around a pencil. After the 1st 3 sleeves are rolled around the pencil, pull out the pencil and continue rolling. Place roll in box and feed one end of the roll through the slot on the box...then connect to the bottom of the cake topper base. Lastly, connect cake topper to the base.
