Just received one of these and the lcd constantly flashes on and off, (flash, flash). Is this normal?

It might if you don't have the batteries aligned initially but then it should settle to a regular green light with flashing indicating charging levels, so yes it will flash to show charging and there is a level meter to enable you to see when it is fully done.
