Is the wire supposed to move really slow even turned all the way up?

Yes, The wire feed speed on this 140Fc-I 261 is slower than some may be used to. But, it does not affect the welding ability of this machine though. Thank you for your question.

This come with the welding wire?

Mine arrived Jan 24,'20, and no wire came with it. I had already ordered 2 rolls of wire.
