I received this item and only has one latch (metal latch to lock lid... what do I do..? return or order metal locking latch...

I would return the item as it is to have 2 latches

With two this size, will they lock together and not fall off while going around corners?

They do lock together but, they the footprint is small so they fall over a lot going around corners. You might avoid this if the bottom one was very heavy when compared to the top one.
