Does this come in a 3-4' version?

The only version I was was for 10 shelves. You CAN assemble the pieces and create 3 or 4 shelf versions. I bought 2 sets and 1 has 14 shelves and the other 6.

Does the item come with anything to anchor it to a wall? It's height means it might get tippy with some weight on it.

No, it is free standing rack. Each shelf can hold 15 lbs, normally for shoes and small small accessories.

Is the fabric taunt/strong enough for this to be used as a plant shelf? Thx

Yes the fabric is very sturdy and durable. Each tier is approximately 7-8 inches tall and about 12 inches square. Each tier can be assembled separately which may work better for plants over 7-8 inches tall
