What will be the expiration date of this flour if ordered today (9/5/2019)?

I ordered in February 2019 and the bags I got had a date on the top in November 2019. That's the only thing on the bag that looks like a date but it's not noted as an expiration or use by date. It's just printed there along with some other numbers. I'm not sure why flour would expire as long as it's wrapped and sealed. I ordered from this vendor a couple of years ago and took two years to use up the flour with no apparent problems.

is it whole wheat flour or all purpose flour?

It's whole-grain einkorn. As such it bakes up like whole-wheat flour, except you need to use less liquid - the bag has guidelines for how to adjust the amounts. The taste is more like rye than wheat.
