Plastic. My cats absolute favorite toys. I’ve purchased several packages. Only bad thing is they end up under couches and I have a hard time retrieving them for her and keep ordering more packages. lol They are durable plastic.

No, they do not float in water, but my cat loves them anyway.

Does this toy have catnip in it?

No, there’s no catnip on the springs. These springs are such great kitty toys. Our cats are approximately 7 months old and will play for an hour or so at a time. They chase and throw them around and amuse themselves. They haven’t torn them up and the springs seem indestructible. The only problem is our cats lose them. At this price, I buy multiples. We’ll worth the entertainment value!
