can this help find the location of a short in the wire?

It will provide the length of undamaged cable. I have not had experience f there is a short somewhere

Can this be used to test if a wall port is connected to the patch panel in a comms cab? If so what mode Is used?

it is same as other cat5/6 testers. you connect both ends in scan mode then shows you which pins are matching etc.

in the cable length test does it measure all 4 pairs seperatly. effectively telling you where the break in the cable is?
