This is designed to check for ammonia in air, so may not be accurate for other uses. There are other products available to check for ammonia in liquids. Although they usually only go to 8 - 10 ppm, there are water test strips in aquarium supplies that will check for ammonia.

do the test papers need to be dipped in a solution before testing the air ?

Not a solution. Just some distilled water.

The product is in a paper roll, 15 feet worth. You tear strips off the roll. to test.
