Will foils adhere to glasses or mugs?

No it will not. Vinyl or infusible ink are what is used for glasses or mugs. With the foil transfer tool you can use it to embellish cards or other paperstock. Also can be transferred to make leather earrings for example. The transfer tool actually transfers the foil to your flat project with the Cricut machine

Can these tips be used to transfer foil by hand, without a machine?

Kind of nope. I just tried it out for you because I had scraps. The foil transfers, but it only impressed about 25-35% of each letter or shape. You need very hard, even pressure that only the machine can provide (and doesn't even do very well at that, if you ask me. Wish I could post a pic in answers so you can see.
