Can you attach a strap to the bar, to connect to the dogs harness?

Hello, Yes. I place my dogs harness on then attach the leash. I wrap the leash around the bar that is directly above the dog on the treadmill. BUT do not EVER tie the leash with a knot. If something happens you will need to be able to quickly release the dog from the leash. I wrap it once across the bar. I pull it taut to give instruction to move the dog forward then I relax the leash to instruct they dog that it is properly following the command. Hopefully this helps. Good luck!

Is the incline adjustable? If so, what's the range of adjustment?

The incline is set at the height of the legs and is not adjustable. The legs fold under for shipping and storage, but they should be extended for the belt to work properly.
