Yes through USB (no bluetooth). Keyboard will work but mouse depends on your TV. Not all TV accept wireless mouse as external input/pointer, some TV's accept wireless mouse, others not. Refer to your TV manual.

How i can use it with android smart TV

If your TV have USB port and accept input devices then you can simply insert USB dongle to USB port of your TV and it will work. Note that this keyboard is based on 2.4 GHz radio technology therefore it will work with USB dongle only (It is not a Bluetooth keyboard).
