does it dry matte or shiny

I believe it dries matte - I'm unsure because I used it only for white highlight DOTS in eyes and ended up tossing it because the brush became curled after the first use despite keeping it sealed in the bottle (like a nail-polish bottle brush). If you plan get this small bottle with brush, be sure you have your own tiny brush because theirs doesn't stand up to the product long at all.

where to by refillable ink for the Coptic markers

Amazon has a few. A great site I find reliable if they are not on Amazon is Dick Blick. They have a great price and all of the colors. They have store locations as well.

What do you use this for?

It works like a white paint. Its for adding highlights over marker drawings.

could this be used to trace over lines in a coloring book? I noticed with clouds it would be much better if the lines could be blurrred.

This is an opaque white - like whiteout. I use it for highlights on top of the copic marker rather than underneath. IT would cover the lines in a coloring book though
