is it safe to plug an aio to the gpu fan header using this ? planning on a g12 setup

We have not received any issues from customers using the cable in this configuration, but there are a few things I'd like to note. First is that most of the AIO pumps are 3-pin and will operate at full speed with this cable (GPUs only support PWM for speed control) which is ideal since they're usually quiet even at full speed. We recommend using the fan connector on this cable with the omitted 3rd pin. The reason for this is that the 3rd pin is used for tachometer RPM feedback being sent back to the GPU. Splitting it across multiple fans leads to inaccurate RPM values. The fan connector with the full 4 pins should be used for your fan, either for the VRM fan on your G12 (which is often upgraded to a 4-pin PWM fan for fan speed control for this reason) or the radiator fans.

Does this work with the rtx series gpus?

Depends on which card. Some of the brands use 12pin(?) connectors that double as rgb and fan headers, others separate the 2 plugs. This worked for my Gigabyte 2080 Super Gaming OC

Just to be sure, this cable controls both ends via pwn but one of them doesn't have the rpm speed control pin right?

You're exactly correct. Both fans will receive the same PWM signal and thus will operate at the same % speed. Unlike all the other pins, the RPM tachometer (pin 3) is the only wire where a signal is being sent back to the GPU. Sending the signal from both fans would result in an inaccurate RPM reading. All properly designed fan splitters in general also follow the same practice of leaving just one fan connector with the RPM tachometer wired.

Question 4

Using with NZXT G12. How would this connect? Rad fan to this adapter and just plug into any sysfan and it reads gpu temp? How does it know gpu temp?

This connector goes directly to the gpu, the Temps are read from the card through the pcie to the board not from the fan connectors. Connecting like this would allow the rad fans to be controlled by the gpu just like the stock fans would, however you might want to see if it's better to have the fans or the aio controlled by the gpu. There should be plenty of forums discussing the g12 use on GPUs.
