Does this work with the bohning complete tower system?

I’m sure it does. I have the helix tower, but I’d be shocked if they didn’t fit yours as well.

is there a suitable substitute for this tape?

I am not aware of one off the shelf. I suppose some real (aluminum) duct tape could be made to work for this, but a roll of that can be pricey and I've never tried it myself.
