Can i use this to screw the mount underneth a desk?

Yes, it will mount to any flat surface but the screws that come with it are metric machine screws. You will have to use 4 wood screws instead if it’s a wooden desk.

Is it safe for the Mac mini m1 2020 to use a neodymium magnet bar with this mount and put on a ref?

We advise against that. The safest way to mount this would be to use out hardware that gets provided with the product.
