I would say no. It does not have enough resistance for this The rubberized colored bands you get from PT are much stronger than this elastic for resistance.

I am not sure if I understand your question. Look at the cover and examine what type of elastic is used on the cover. I would think that the elastic is 1/2 inch thick. Definitely not this thickness. What type of material is the cover made out of will determine how you can attach the elastic? So you would have to figure out weather you can sew it in place or glue, etc. If you have a creative mind you figure out away to make it work but not with this size. I would use the 1/2 to 1 inch elastic for cover.
