Can this be used to check bleach?

These test strips detect levels of chloride. If your bleach contains chloride they will measure the level of chloride in your bleach. However bleach is usually composed of sodium hypochlorite.

Do these have an expiration date?

Yes, these will have an expiration date. It will be printed on the bottom of the bottle in the format: MM/YY.

Are these equivalent to Elcometer's T13820564? Cannot find enough detail to figure it out myself.

They certainly look similar. However we do not have the specific details regarding the Elcometer product. These strips will give you a 300-6000 ppm as chloride or 0.05-1.0% as sodium chloride value for a solution. If that is in line with how the Elcometer strips are used, this product could be considered as an alternative.
