Would these be good for wing gundam ?

These pens have a hard plastic tip which allows the very thin pigment to flow out into the panel lines. Works for any Gundam.

is this ABS plastic safe, i'm assuming it's not and you should use this to panel line parts before you put them together?

I've unintentionally cracked ABS parts with these. You'll want to top coat first before panel lining with these pens.

Can you use this over acrylic paints? The item description says that using it over paint would cause the base coat to dissolve.

No, the paint doesn't stay on to acrylic paints surface. You can use it to touch up small area such as gap / in-between line.
