Will it fit a 2014 Ford Fusion Titanium ecoboost 2.0l ?

Yes. I have used this Motorcraft air filter in my 2014 Titanium two liter Ecoboost and the thin secondary filter layer on the bottom was attached. The Ecogard XA6272 is also an exact fit and has a thicker secondary layer on the bottom of the filter.

item came with a strip of insulation over the filter. Is that part of the filter?? or protective cover during storage/shipping?

FA-1912 has the insulation at the bottom Ford Made a modification and replaced it with FA-1912A the a version does not have this layer at the bottom. It a change ford made.

Why does amazon say that fa-1912 filter does not fit my 2017 fusion but the owners manual lists the fa-1912 filter as the correct one?

go with the owners manual. Amazon sometimes gets the information wrong. I always go by the manual. and sometimes they sent you the wrong part and you have to send it back. this filter did fit my 2015 ford edge.
