how do you determine the sizing for the helmet?

Measure the head of the person that will wear the helmet, compare measurement to the size chart. I suggest if you are close to the maximum size for a given helmet, order the next size up. I believe the chart is a bit optimistic.

What size for 20 inch head; what size for 23 in head?

For the 20" head the size chart indicates the XS/S and for the 23" an M/L. They are adjustable as well to get just the right fit, however the head sizes you indicate fit within the size range of the helmets per the size chart.

I wear a 7 5/8 - 7 3/4 helmet, will the large fit?
