Is this cut-resistant?

Unless you are trying to use it to jump over a razor wire fence, yes it is cut-resistant, it being microfiber, it is not cut proof.

What are the washing/care instructions for these? Can you just put them in the washing machine, or need to hand wash?

I'd suggest not washing gun cleaning rags in laundry machine as the lead and other carbon will potentially get on your clothes. You don't want lead on you at all.
