Is the short finder wireless?

Yes and no. One part, the transmitter, you wire directly to your harness (eg. an individual suspect wire), the other part is the receiver. The receiver is wireless and essentially usable along the suspect harness regardless of distance.

I bought one of these in may 2019 and the ect3000 malfunctioned on the second use. who do i file the warranty claim through?
