can model CH-383 be applied to a dashboard that is not flat ? Does the mount base have flexibility/pliability in order to apply to a curved dashboar

The base of this holder is soft and flexibility, it can be applied to a dashboard that isn't very flat, but it may fall down on curved dashboard. Recommend to use this holder in flat dashboard.

Is this will work with Garmin nuvi 3590LM?

It likely depends on the size of the Garmin. I have a TomTom that is 4" x 6.5" and it works with it. There are some adjustments on the stand for smaller units.
