How do I get the case off the headlight to change batteries?

Take off the rubber isolator it should uncover a tab thingy to press in.

Can the batteries on front light be replaced? If yes, are there any steps to do this?

No, unless you are an electronic technician with fancy tools and skills that the average person would not have. This is rechargeable so there should never be a reason to replace the battery. In any case, the mounting straps wore out within two years of daily use but the battery still works which is why I bought a second set as I felt that 18 months was a good life expectancy though I have since upgraded.
