Question 1

I don’t understand, where to put in the catnip? It stays it’s belly, but the toy is stitched shut. Am I missing something?!

Re catnip, keep in mind that some cats do not particularly respond to catnip, and others may not pay attention to it because they are too young, even if the catnip is freshly dried.  
However, looking at these little cats in a row, I remembered the favorite toy of two of my most intelligent cats, who just loved playing "fetch" with some yarn "mice" shaped like these, tails and all (but no eyes, nose, or ears--they were just unstuffed woolen yarn cylinders), that I had crocheted.  The cats would go crazy when I threw the toys.  There was no catnip or special scent on any of the things I made, but their resemblance to these kitty toys make me think that some cats would love them,, and, even if your cat is not interested in playing fetch, you could attach a string to the toy and make it swoop up in the air for the cat to catch.  So don't throw these away even if the catnip scent is not satisfactory.
Anyone who decides to crochet a "mouse" or attach a string to a toy should never let the cat have it unless you are present, because yarn or a string can get caught in the cat's throat, which would be awful.   But if you are careful, these toys, catnip or not, might be great toys (while they last, with the biting and clawing they will undergo.  (Make sure the tails are securely attached!)

Where is the catnip?  The mice I received do not smell like catnip, nor do they feel like there is any inside.  My cat will not 'play' with them. ??

It does not feel like there is much in there,  my cat does not play with it that much either.  She likes to put it between her feet and scratch on it.  I believe I can smell that there is cat nip in it.  I bought a bag of catnip which I sprinkle on the floor and she rolls around on it and even eats a few pieces.  Maybe try putting the toy between your fingers and rubbing it so the scent might become potent and maybe your cat will be enthused.

Can you refill with more catnip?

On my cats' favorite several-years-old toys, which they still love to lay on, I periodically vigorously rub dry catnip into my palms until it's powder, and then rub all over their cloth toys. Instant rejuvenation for them!
