Is this able to get wet? I want to use it as a barrier on the bottom of aftermarket car hardtop so it doesn’t scratch the paint.

Personally, I didn't like this product, nor would I purchase it again. 1/4 of the roll had scratch marks in it which showed the paper adhesive through the marks. The velvet is very thin. I don't like giving negative reviews, however, I can't imagine this product being waterproof in any way.

Is this ok to use for cricut explorer air 2 as a template?

I cut it with my cricut explore. I used it for backing on ceramic ornaments. I'm not sure that I would use it as a template.

Can this be used for rhinestone templates?

I would not recommend it. I brought it for that purpose and it was to thin for the cutter and the rhinestones did not sit well in the holes at all.
