I cannot get this to work with a 3.5~9v dc pump (which can be controlled via an inline usb unit similar to this). what resistor is tied to the pot?

It is a PWM. It should work with a DC motor in most instances.

What size hole for the shaft?

I need to adjust output voltage 0-5vdc (to motor) using 15vdc in (power), will this do that ?

This cannot be done. This is just a speed-regulating motor with a maximum current of 2A. If the continuous current exceeds 0.5A, it won't work. It is not recommended to connect with a voltage exceeding 12v, which may cause damage to the controller

Can this work as a dc light dimmer?

It should work ok as a low voltage dimmer. Probably OK for LEDs
