Will the tough stuff eraser refils fit in this eraser?

Yes they fit. I have this erase set up myself and use it daily just fine.

Once you click it to advance the stick, how do you reverse it so it goes back in??

There isn't an actual "reverse". If you advance it too far, you can unscrew the unit, pull out the stick and then put it back in. Then click to advance it - just as you would with a refill.

Does this work with all kinds of paper?

I use it on watercolor paper 300lb hot and cold press and on 140 cold press.

Why can't this be delivered to California?
