Will / will not charge newer gel or agm batteries that require over 14 volts to charge?

no put you can plug it into a charger which can setup the voltage to charge them. I charge 24 volt lipos from by car battery this way

This is desribed as a battery charger as well. Can I hook this up to my 12 volt system in my truck, to charge my camper battery while driving?

Yes. Select the "high" 13.6V output mode to charge your remote battery.

I bought some very inexpensive led light bulbs (12v nube) and they turn off and back on every time the voltage goes up .2. Will this solve the prob?

From Proxicast:Yes, the interVOLT will provide a very stable voltage output at either 12.5 or 13.6 VDC. See the "after" output graph:http://ecx.images-amazon.com/images/I/71KofaDfPYL._SL1283_.jpg

Does this device isolate downstream electronics from voltage drops? My boat motor starter causes a voltage drop and electronics reboot

Yes, the interVOLT will keep the output voltage constant as long as the input voltage does not drop below 10V.
