Is this basically benzine/naphtha?

My understanding is that there are different compositions of "One Dip" hairspring cleaner. For example, the one marketed by Bergeon is 99.4% tetrachlorethylene, while the one marketed by Troop-Balas is 99.9% trichlorethylene.

What is this wash for? No description of product.

One of the responses says it is flammable, but the bottle is clearly marked as non-flammable. They may be thinking of a different product.
