Will it hold the weight of velvet 96 inch (L) curtains?

I am using lightweight curtains, but if you use anchors to mount to the ceiling, it should hold. The clips are strong enough too.

can this be installed on an arch?

It is easy to bend horizontally and it works great. If you want to bend it vertically to follow the arch, while it is possible in theory, it won't do any good. The hooks are on rollers and a vertical bend of the rail would defeat the purpose.
