Where can I get instruction manual for installation options?

A manual came with the car seat, but there are also YouTube videos that show how to do it. I would still get it professionally inspected after you install.

Do i need an adapter to connect the baby jogger city go car seat into the baby jogger city elite (single) stroller?

Yes you do. Make sure to check on Baby Jogger website. There is a PDF that shows compatibility of stroller type to car seat with the right order number

Can the padding be taken off for a toddler?

I haven't yet tried to take anything off, but I believe the padding for the body can be removed. What you see in the picture that looks like padding for the head never comes off but it should accommodate a child up to the appropriate weight and height. The head part is what you can raise (along with the safety belt) as the child grows. As long as your child is less than 35 lbs. or 32 in. this seat will work well rear facing.
