These are just the bolts. This set works on the later 11 speed Campy Record chain rings that have a threaded hole on the smaller chain ring. The first generation 11 speed Record cranks (I think used in 2009-2010 only) required the bolts and nuts as the smaller chain ring is not threaded.

These fit Super Record 5 arm cranks from 2011 onwards. The inner ring is threaded. They need a torx t30 drive and are tightened to 8 n-m
