They Removed the Candy Bars from the Original Packaging!

Candy arrived loose in a box. Not in a bag from the manufacturer. Each candy bar is marked "This Unit Not Labeled for Individual Sale". How is this even safe for consumption and legal to sell??? Amazon do better with your vendors. Also, have no idea if I received the quantity I paid for but it doesn't matter because I don't feel comfortable having my family or anyone eat them.
