For the patio door security bar, how small are the adjustment increments? Can it be adjusted by half an inch at a time?

It's a sliding square tube inside of another square tube. There's not teeth. Once it's down and the locking clip is engaged, it doesn't move.

Does this stay up and out of the way on its own when not in use?

I usually have it laying next to the door, so yes I guess?
