can i use this with the dolphin emulator?

Yes you can use this with the Dolphin emulator. This unit uses usb to power itself so you can either plug it directly into your desktop or into any modern television (typically TV's have a USB port on the back with the rest of the I/O). The sensor only needs to be powered so you could also use an adapter and plug it straight into the wall.

Does this work for Windows 10? It should work for anything right? It's just a light...

It does, you can even plug in the usb cable into a usb power adapter and it will work, as you mentioned it's just a light, usb is just used for power.

Does this work with 3rd party wii remotes?

If 3rd party wii remotes work with the original sensor bar that came with the Wii, they should work with this USB one
