Yes, it "remembers" the last brightness and that's the level it shines at when you turn it back on.

Q: can the battery be changed

The black one is usb charged. The blue one has screws to open it so I think you can change battery. I highly recommend this flashlight. It is very bright for such a little flashlight.

Not sure what you mean by plugged in? This is a very portable light. Super portable. You need to charge it when it gets low, however there are several settings that go so far as to tell you how much battery is left in each range. So my answer to you is no. If you want a light that can be used while it is plugged in I would look at maybe portable flood lights. Or a house. Just kidding. Please read the description and you will see this is a light that will fit into your pocket with ease, but is quite powerful for it's size. Another option is to have a trouble light that plugs into a wall but if you're asking this question about this light then look at something bigger.

This thing is REALLY SMALL for what it does. I’d say the little hole is close to 1/8” inside diameter.
