It says "100% safe plastic", does that mean BPA free?

Doesn't say it on the item but thought I saw it on the packaging. Nevertheless you are putting a paper filter in the cone to utilize

Can this be washed in a dishwasher?

I have one and I do not put on dishwasher because coffee dripper should not be out into dishwasher often but yes you can put into a dishwasher.

Is this a 2 piece unit. Does the cone snap off from the base part of the brewer?

All V60s are cones attached to the bases. You cannot and should not try to snap it off. It is a great little brewer.
